Anusandhan National Research Foundation: India's statutory research funder
Why in news: At ESTIC 2026 in New Delhi on 27 October 2026, the Prime Minister said efforts to speed up the ANRF's work were under way.

The Anusandhan National Research Foundation (ANRF) is India's apex statutory body for steering and funding research. Created by the ANRF Act, 2023, it replaced the Science and Engineering Research Board (SERB) with a wider mandate. On 27 October 2026, the Prime Minister cited it while addressing the Emerging Science, Technology and Innovation Conclave (ESTIC).
Syllabus: GS2 · Statutory & Regulatory Bodies; GS3 · Science & Technology; GS3 · Indian Achievements in S&T
Why this matters for UPSC
GS3 science and technology (R&D funding) and GS2 statutory bodies. Prelims can ask who heads the ANRF's Governing Board and Executive Council, which Act it repealed and its four funds; Mains, how India can draw private money into research.
In short
The Anusandhan National Research Foundation (ANRF), created by the ANRF Act, 2023, sets India's research priorities and funds research from universities to industry under a Prime Minister-led Board.
The ANRF will succeed if private money follows public direction, peer review stays independent, and State universities, not just elite institutes, gain research capacity.
Why it matters
A young scientist joining a State university where research is only beginning is the person this design aims to reach. The government told Parliament that such universities would get separate funds and compete among themselves, not against elite institutes. Starter grants, a grant for Scheduled Caste and Scheduled Tribe researchers, and mentoring links with top institutions can give that scientist a first project and guidance. The bigger question is money. Most of the planned funds must come from industry and philanthropy, so the Foundation tests whether private investors will pay for research tied to national priorities. If they hold back, either the Union Budget fills the gap or research plans shrink.
Prelims pointers
- The ANRF Act, 2023 repealed the Science and Engineering Research Board Act, 2008; SERB stands dissolved, and its assets and liabilities are deemed the Foundation's.
- The Foundation's remit covers natural sciences including mathematics, engineering and technology, environmental and earth sciences, health, agriculture, and the S&T interfaces of humanities and social sciences.
- Besides ex officio members, the Board's President may nominate, among others, up to five industry members, six subject experts and one humanities and social sciences member.
- Each financial year the Foundation must document and analyse research spending and outcomes across the Centre, States, public authorities and industry, and report to the Centre.
- The Act asks the Foundation to foster international research collaboration, including with scientists of Indian origin, and to encourage public sector enterprises and private firms to invest in it.
- Under the RDI Scheme, an Empowered Group of Secretaries led by the Cabinet Secretary approves scheme changes, sectors, project types and second-level fund managers.
Practise a UPSC-style question
With reference to the Anusandhan National Research Foundation (ANRF), consider the following statements:
1. Its mandate includes the scientific and technological interfaces of humanities and social sciences.
2. The Cabinet Secretary is an ex officio Vice-President of its Governing Board.
3. The Principal Scientific Adviser to the Government of India is the Member-Secretary of its Governing Board.
Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (c) 1 and 3 only
Answer: (c) 1 and 3 only. Both Vice-Presidents are Union Ministers, so statement 2 fails.
Statement 1: correct. Section 4 of the ANRF Act, 2023 covers natural sciences, engineering, earth sciences, health, agriculture and the S&T interfaces of humanities and social sciences.
Statement 2: incorrect. Section 5 names the Union Ministers of Science and Technology and of Education as ex officio Vice-Presidents; the Cabinet Secretary is not on the Board's list.
Statement 3: correct. Under section 5, the Principal Scientific Adviser is the ex officio Member-Secretary of the Governing Board.
Eliminate: Statement 2 is wrong, as both Vice-Presidents are Ministers. Out: (a), (b), (d).
Trap: Swapped attribution. The Cabinet Secretary leads the RDI Scheme's Empowered Group of Secretaries, so a student may seat that office on the ANRF's Board.
Remember: ANRF Board: PM President; Science and Technology and Education Ministers Vice-Presidents; PSA Member-Secretary.
