PMMSY, PM-MKSSY, FIDF and KCC: how India funds its fish value chain
Why in news: On 30 October 2026, a PIB backgrounder from the Fisheries Ministry shifted attention from fish output to value addition and mobile marketing.

Four central instruments fund India's fish economy, from ponds and boats to markets. The Pradhan Mantri Matsya Sampada Yojana (PMMSY, 2020) is the umbrella scheme, PM-MKSSY (2024) its sub-scheme, the FIDF (2018-19) a concessional infrastructure fund, and Kisan Credit Cards a source of working capital. A PIB backgrounder of 30 October 2026 stresses value addition and mobile fish marketing.
Syllabus: GS3 · MSP, Subsidies & Food Security; GS3 · Food Processing; GS2 · Government Policies
Why this matters for UPSC
GS3 agriculture and allied sectors: fisheries schemes and the food processing supply chain. Prelims asks a scheme's ministry, year and type; Mains asks about value addition.
In short
India's fisheries policy has moved from raising catch to building the value chain, through PMMSY, its sub-scheme PM-MKSSY, the FIDF credit fund and KCC for fishers.
The money and markets now exist; the test is whether informal fishers, especially women, gain credit, insurance and fair prices from them.
Why it matters
A woman in a coastal village who dries fish or makes fish pickle earns little if her catch spoils before it reaches a buyer. Ice plants, cold rooms, transport vans and small processing units let her sell later, farther away and at a better price. A producer group lets many such small sellers pool their output, bargain with traders and reach online buyers. A credit card once meant for farmers now gives a fisher cash for running costs without turning to a moneylender. The larger issue is an informal livelihood: without identities, insurance or credit, a whole working population stays outside the formal economy.
Prelims pointers
- PMMSY's Centrally Sponsored component works under three heads: production and productivity, infrastructure and post-harvest management, and fisheries management and regulatory framework.
- PMMSY subsidises assets such as biofloc units and cold storage; PM-MKSSY marks a gradual shift to performance grants for jobs and value-chain efficiency.
- The National Fisheries Development Board (NFDB) is the nodal agency for training, awareness and capacity-building under PMMSY.
- The NFDP, launched in September 2024 under PM-MKSSY, gives fishers, fish farmers and enterprises work-based digital identities and a single window for benefits.
- KCC loans to fishers carry 7% interest; a 1.5% subvention goes to lenders, and prompt repayment earns 3% more, leaving an effective 4%.
- Under PMMSY, women get financial assistance of up to 60% of project cost under beneficiary-oriented activities and the entrepreneur model.
- Group accident insurance for fishers under PMMSY is fully paid by the Centre and the States; the fisher pays no premium.
Practise a UPSC-style question
With reference to the Pradhan Mantri Matsya Sampada Yojana (PMMSY), consider the following statements:
1. It was launched in 2020 by the Ministry of Food Processing Industries.
2. It has a Central Sector component and a Centrally Sponsored component.
3. The National Fisheries Development Board is its nodal agency for training and capacity-building.
Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (b) 2 and 3 only
Answer: (b) 2 and 3 only. PMMSY is a Department of Fisheries scheme with two components.
Statement 1: incorrect. PMMSY was launched on 10 September 2020 by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying.
Statement 2: correct. PMMSY is an umbrella scheme with a fully central Central Sector component and a Centrally Sponsored component implemented by States.
Statement 3: correct. The National Fisheries Development Board is the nodal agency for training, awareness and capacity-building under PMMSY.
Eliminate: statement 1 names the wrong ministry. Out: (a), (c), (d).
Trap: Swapped attribution. The fish value chain touches food processing, so the question pins the scheme on that ministry instead of the Department of Fisheries.
Remember: PMMSY belongs to the Department of Fisheries, launched 2020.
