The Cabinet Committee on Security (CCS), headed by the Prime Minister, is learnt to have approved in late October 2026 an over-Rs 40,000 crore project for eight next-generation corvettes for the Indian Navy. Garden Reach Shipbuilders & Engineers (GRSE), Kolkata, and Goa Shipyard Limited (GSL) will build them. A contract is expected soon.

Syllabus: Prelims · Current Affairs & IR; GS2 · Executive & Judiciary; GS3 · Indian Achievements in S&T

Why this matters for UPSC

GS3 security and indigenisation of technology: defence acquisition and warship building. Prelims can ask about the DAC, the CCS and corvettes; Mains, defence self-reliance.

Why it matters

Large frontline warships now carry part of the coastal watch that smaller vessels could do. Once the new corvettes arrive, they can take over submarine hunting near the coast, patrols and escort work, so the bigger ships stay free for distant missions. Workers at the shipyards in Kolkata and Goa get years of steady orders, and Indian makers of parts gain with them. Because the Navy drew up the design itself, the country keeps the skill to repair, upgrade and build more such ships without waiting on a foreign firm. The larger question is how quickly India can build its own fleet for the Indian Ocean.

Prelims pointers

  • Cabinet committees are not named in the Constitution; they are set up under the Government of India (Transaction of Business) Rules, 1961.
  • The Defence Acquisition Council is chaired by the Defence Minister, while the Cabinet Committee on Security is headed by the Prime Minister.
  • One nautical mile is about 1.852 km, so a ship at 30 knots covers roughly 56 km an hour.
  • In usual size order, a corvette is smaller than a frigate, and a frigate is smaller than a destroyer.

Practise a UPSC-style question

With reference to capital acquisition of defence equipment in India, consider the following statements:

1. The Defence Acquisition Council, chaired by the Defence Minister, grants Acceptance of Necessity for capital acquisition proposals.

2. The Cabinet Committee on Security, which clears big-ticket defence purchases, is headed by the Defence Minister.

3. In a big-ticket purchase, approval of the Cabinet Committee on Security comes before the contract is finalised.

Which of the statements given above is/are correct?

  1. (a) 1 and 2 only
  2. (b) 2 and 3 only
  3. (c) 1 and 3 only
  4. (d) 1, 2 and 3
Show the answer

Answer: (c) 1 and 3 only

Answer: (c) 1 and 3 only. The Cabinet Committee on Security is headed by the Prime Minister, not the Defence Minister.

Statement 1: correct. PIB's June 2022 release records the Defence Acquisition Council, chaired by the Defence Minister, granting Acceptance of Necessity to capital acquisition proposals.

Statement 2: incorrect. The Cabinet Committee on Security is headed by the Prime Minister; the Defence Minister chairs the Defence Acquisition Council.

Statement 3: correct. CCS approval is a key step in a big-ticket defence purchase before the contract is finalised, as in the next-generation corvette project.

Eliminate: statement 2 is wrong, since the Prime Minister heads the CCS. Out: (a), (b), (d).

Trap: Swapped attribution. The chair of the Defence Acquisition Council is pinned on the Cabinet Committee on Security.

Remember: the DAC under the Defence Minister accepts the need; the CCS under the Prime Minister clears the money.
