Ladakh dissolves Kargil hill council, sets panchayat polls for 21 November

The Union territory of Ladakh administration on 21 October 2026 dissolved the Ladakh Autonomous Hill Development Council (LAHDC), Kargil, with immediate effect after new districts were created. The Deputy Commissioner/Chief Executive Officer, Kargil, holds its powers until new councils are formed. The State Election Commission of Ladakh fixed panchayat polling for 21 November.
Syllabus: GS2 · Constitution; GS2 · Federalism & Local Government; Prelims · Polity & Governance
Why this matters for UPSC
GS2 devolution to local levels and the administration of Union territories. Prelims can ask about Article 240, Article 243L and the State Election Commission; Mains, about statutory hill councils beside constitutional panchayats in Ladakh.
Why it matters
People in Kargil have, for now, no elected council: the district's development work is run by an official until new councils are elected. Villagers across Ladakh, though, get their first elected panchayats since the old ones finished their term in 2023, so roads, water and local works will again have Sarpanches and Panches answerable to voters. Eight smaller councils should bring councillors closer to remote valleys such as Zanskar and Changthang. The larger question is how two layers of local government, a statutory hill council and a constitutional panchayat, share power in a territory that has no legislature of its own.
Prelims pointers
- Article 240(1): the President makes regulations for the Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu, and Puducherry.
- Section 58 of the 2019 Reorganisation Act: Ladakh is run by the President through a Lieutenant Governor appointed under Article 239.
- A presidential regulation for Ladakh may repeal or amend an Act of Parliament applying there and has the same force (section 58(3), 2019 Act).
- Proviso to Article 243L: the President may, by public notification, apply Part IX to a Union territory with exceptions and modifications.
- Article 243E: a panchayat lasts five years from its first meeting; after early dissolution, a new one must be elected within six months.
- Article 243M(3)(a): Part IX's district-level panchayat provisions do not apply to Darjeeling's hill areas for which the Darjeeling Gorkha Hill Council exists under any law.
- Article 243K(2): a State Election Commissioner can be removed only in the manner and on the grounds of a High Court judge.

Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (a) 1 and 2 only
Answer: (a) 1 and 2 only. Article 240 covers Lakshadweep, and the 2019 Act gives Ladakh's regulations the force of an Act of Parliament.
Statement 1: correct. Article 240(1) lists the Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu, and Puducherry.
Statement 2: correct. Section 58(3) of the Jammu and Kashmir Reorganisation Act, 2019 lets such a regulation repeal or amend an Act of Parliament and gives it the same force.
Statement 3: incorrect. Section 3 of the 2019 Act formed the Union territory of Ladakh without a Legislature; Jammu and Kashmir was formed with one.
Eliminate: Statement 3 is wrong, since Ladakh has no Legislative Assembly. Out: (b), (c), (d).
Trap: Swapped attribution. The legislature given to the Union territory of Jammu and Kashmir is pinned on Ladakh.
Remember: Ladakh is a Union territory without a Legislature; the President legislates for it by regulation under Article 240.
