India leads IBSAMAR IX naval exercise with Brazil, South Africa

The ninth India-Brazil-South Africa Maritime Exercise (IBSAMAR IX) opened on 12 October 2026 at Naval Base Simon's Town, South Africa, with India as lead nation and South Africa as host. INS Tarkash, carrying a Chetak helicopter, joined Brazil's corvette BNS Barroso and four South African vessels, including the submarine SAS Manthatisi.
Syllabus: Prelims · Current Affairs & IR; GS2 · Groupings & Agreements; GS2 · International Institutions
Why this matters for UPSC
GS2 international relations: India's groupings and naval diplomacy. Prelims can ask about the IBSA Dialogue Forum, the Brasilia Declaration, the IBSA Fund and the IBSAMAR exercise; Mains, about South-South cooperation.
Why it matters
A sailor on INS Tarkash spends a week learning to talk, plan and board ships alongside Brazilian and South African crews whose radios, drills and command habits differ from India's. That practice matters on the day a merchant ship carrying Indian cargo is hijacked or sinks in waters far from home: navies that have trained together can share a picture of the sea and act fast. India's trade and energy imports cross oceans it does not patrol alone, so friendships with navies on other coasts extend its reach cheaply. The exercise is also naval diplomacy: it keeps a South-South grouping of three democracies working in practice, not only in declarations.
Prelims pointers
- IBSA origin: leaders of India, Brazil and South Africa discussed it at the G8 meeting at Evian, 2003; foreign ministers formalised it in Brasilia on 6 June 2003.
- IBSA's three fronts: consultation on global and regional political issues; trilateral working groups and People-to-People Forums; projects in other developing countries via the IBSA Fund.
- IBSA Fund: set up jointly by the three countries in 2004, operational from 2006; most of its partner countries are Least Developed Countries.
- IBSA consultation levels: Focal Points (senior officials), Trilateral Ministerial Commission (Foreign Ministers), and Summits (Heads of State or Government).
- IBSAMAR: biennial trilateral exercise of the Indian, Brazilian and South African navies since 2008, conducted under the IBSA framework.
- ZOPACAS: the South Atlantic Peace and Cooperation Zone, established in 1986, to which Brazil ties its naval cooperation.
- Chetak: Indian-built version of the Alouette III helicopter, carried as an integral helicopter on Indian Navy frigates such as INS Tarkash.
Practise a UPSC-style question
With reference to the India-Brazil-South Africa (IBSA) Dialogue Forum, consider the following statements:
1. It was formalised when the foreign ministers of the three countries met in Brasilia in 2003 and issued the Brasilia Declaration.
2. Its launch followed discussions among the three countries' leaders at the G8 meeting at Evian in 2003.
3. Its Trilateral Ministerial Commission meets at the level of the three countries' Defence Ministers.
Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (a) 1 and 2 only
Answer: (a) 1 and 2 only. IBSA began in leaders' talks at Evian and was formalised by foreign ministers at Brasilia.
Statement 1: correct. The foreign ministers of India, Brazil and South Africa met in Brasilia on 6 June 2003 and issued the Brasilia Declaration, formalising the forum.
Statement 2: correct. The heads of state and government of the three countries had discussed the idea at the G8 meeting at Evian in 2003.
Statement 3: incorrect. The IBSA Trilateral Ministerial Commission is held at the level of Foreign Ministers, not Defence Ministers.
Eliminate: Statement 1 is the founding fact of IBSA and is correct. Out: (b).
Eliminate: Statement 3 is incorrect, as the Commission is the Foreign Ministers' meeting. Out: (c), (d).
Trap: Swapped attribution. The ministerial meeting is pinned on Defence Ministers because IBSA's best-known activity in the news is a naval exercise.
Remember: IBSA = Brasilia Declaration, 6 June 2003, issued by foreign ministers; its ministerial track is the Foreign Ministers'.
