Lancet Countdown finds climate's health harms outpacing action, urges emergency declaration

The Lancet Countdown on Health and Climate Change released its 10th indicator report in October 2026. It finds climate-linked health harms growing faster than the global response. Heat was linked to a record 710,000 estimated deaths in 2023, about 71% attributed to climate change. India ranked among the top countries for heatwave exposure of infants and older adults.
Syllabus: Prelims · Environment & Ecology; GS2 · Health, Education & Human Resources; GS3 · Environment & Conservation
Why this matters for UPSC
GS3 environment and GS2 health. Prelims can ask who runs the Lancet Countdown and what Article 9.1 of the Paris Agreement provides. Mains can ask whether climate change is a health emergency.
Why it matters
A farm labourer or a grandmother living alone in a hot city feels this report directly. Long spells of extreme heat strain an older body's ability to cool itself and put infants at risk. A hotter season therefore means more hospital visits and more deaths among those least able to protect themselves. Heat also cuts the hours a labourer can safely work, which lowers daily wages for households with no savings. When climate change is treated as a health problem, the spending changes too: early warnings, cooler public spaces and prepared hospitals become part of climate plans. Countries that borrow for this carry more debt, which is why the authors press for grants.
Prelims pointers
- Article 2 of the Paris Agreement aims to keep warming well below 2°C above pre-industrial levels and to pursue efforts to limit it to 1.5°C.
- Article 9.1 of the Paris Agreement: developed country Parties shall provide financial resources to developing country Parties for both mitigation and adaptation.
- Under the International Health Regulations (2005), WHO decides, with advice from external experts, whether an event is a Public Health Emergency of International Concern.
- The International Court of Justice gave its advisory opinion on Obligations of States in respect of Climate Change on 23 July 2025, at the UN General Assembly's request.
Practise a UPSC-style question
Consider the following statements about the Lancet Countdown on Health and Climate Change:
1. It is a research programme run directly by the World Health Organization from Geneva.
2. It is headquartered at University College London in the United Kingdom.
3. Its indicator reports on climate change and health are published every year in The Lancet.
4. It is a research collaboration funded by Wellcome, a global charitable foundation.
How many of the above statements are correct?
- (a) Only one
- (b) Only two
- (c) Only three
- (d) All four
Show the answer
Answer: (c) Only three
Answer: (c) Only three. Statements 2, 3 and 4 are correct; statement 1 is not.
Statement 1: incorrect. The Lancet Countdown is an independent research collaboration, not a WHO programme; WHO is a separate UN agency.
Statement 2: correct. The collaboration is headquartered at University College London, which led the 2026 report.
Statement 3: correct. Its findings appear every year in The Lancet medical journal; the 2026 report is its 10th indicator report.
Statement 4: correct. Wellcome funds the collaboration, which was formed in 2016.
Eliminate: statement 1 is wrong, as the Countdown is an independent collaboration, not a WHO programme. Out: (d).
Eliminate: statements 2, 3 and 4 are correct, so at least three stand. Out: (a), (b).
Trap: Swapped attribution. The report calls for a new WHO instrument, so a student may assume WHO runs the Countdown itself.
Remember: Lancet Countdown = UCL headquarters, Wellcome funding, yearly report in The Lancet.
