CAQM orders PTZ cameras with live feeds at polluting NCR industries

The Commission for Air Quality Management (CAQM) on 16 October 2026 ordered all NCR industries under its Direction No. 98 to install PTZ cameras at fuel-feeding points, stacks and OCEMS ports by 30 November 2026, streaming live to CPCB and State board servers. Its Enforcement Task Force has proposed five closures and 12 sealings after 55 violations in 124 inspections.
Syllabus: Prelims · Environment & Ecology; GS2 · Statutory & Regulatory Bodies; GS3 · Environment & Conservation
Why this matters for UPSC
GS3, environmental pollution: Prelims can ask about the Commission for Air Quality Management, Section 12 of the CAQM Act, 2021, the CPCB and OCEMS; GS3 Mains, about technology-led enforcement against industrial air pollution in the NCR.
Why it matters
A family living beside a boiler-fired textile or food unit in the NCR breathes whatever that unit burns. Until now, catching a factory that slips banned fuel into its furnace at night needed an inspector at the gate at the right moment. A camera on the fuel-loading point, streaming to the regulator, lets an official see the switch from an office, and the recording becomes evidence. This matters most in winter, when cold, still air keeps smoke close to the ground for days. Factory owners carry a new cost for cameras, internet links and backup power. The larger test is whether short-staffed pollution boards will watch the feeds and act on what they see, so that surveillance turns into cleaner air.
Prelims pointers
- CAQM Act, 2021 (Act No. 29 of 2021): 'adjoining areas' are parts of Haryana, Punjab, Rajasthan and Uttar Pradesh whose pollution sources affect the NCR's air.
- Section 12, CAQM Act, 2021: the Commission may lay down emission parameters and direct the closure, prohibition or regulation of any industry, operation or process.
- Section 29, CAQM Act, 2021: dissolved the Environment Pollution (Prevention and Control) Authority, set up in 1998 under section 3 of the Environment (Protection) Act, 1986.
- Section 13, CAQM Act, 2021: the Commission's annual report goes to the Central Government, which lays it before each House of Parliament.
- CPCB: constituted in September 1974 under the Water (Prevention and Control of Pollution) Act, 1974; functions under the Air (Prevention and Control of Pollution) Act, 1981 came later.
- CPCB directions of February 2014, under section 18(1)(b) of the Water and Air Acts: 17 highly polluting categories to fit online monitors reporting to their State board and CPCB.
- The CAQM Act, 2021 borrows the meaning of 'National Capital Region' from the National Capital Region Planning Board Act, 1985.
Practise a UPSC-style question
With reference to the Commission for Air Quality Management in National Capital Region and Adjoining Areas, consider the following statements:
1. It was constituted by an order under section 3 of the Environment (Protection) Act, 1986.
2. Its directions may include the closure, prohibition or regulation of any industry, operation or process.
3. Its remit extends to adjoining areas of Punjab whose pollution sources affect air quality in the NCR.
Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (b) 2 and 3 only
Answer: (b) 2 and 3 only. The Commission rests on its own 2021 Act of Parliament, not on an order under the 1986 Act.
Statement 1: incorrect. CAQM was constituted under section 3 of the CAQM Act, 2021; an order under section 3 of the Environment (Protection) Act, 1986 had created EPCA in 1998, which the 2021 Act dissolved.
Statement 2: correct. The Explanation to Section 12 of the CAQM Act, 2021 says its power to direct includes the closure, prohibition or regulation of any industry, operation or process.
Statement 3: correct. The Act defines adjoining areas as parts of Haryana, Punjab, Rajasthan and Uttar Pradesh whose pollution sources affect air quality in the NCR.
Eliminate: Statement 1 is the surest error, since CAQM came from the CAQM Act, 2021. Out: (a), (c), (d).
Trap: Swapped attribution. Section 3 of the 1986 Act created EPCA, CAQM's predecessor; the statement pins that origin on CAQM.
Remember: EPCA (1998) came from an order under the Environment (Protection) Act, 1986; CAQM from the CAQM Act, 2021.
