Special Summary Revision of electoral rolls ordered in 14 States, three UTs

The Election Commission of India on 15 October 2026 ordered a Special Summary Revision of electoral rolls in 14 States and three Union Territories: those where the Special Intensive Revision is over, and Assam, which had none. Electors are to be enrolled with reference to 1 January 2027, and final rolls are due early that January.
Syllabus: Prelims · Polity & Governance; GS2 · Representation of the People Act; GS2 · Constitutional Bodies
Why this matters for UPSC
GS2 Polity: the Representation of the People Act, 1950 and the Election Commission's powers. Prelims can ask about qualifying dates, Article 324, Article 326 and summary versus intensive revision; Mains, about roll accuracy.
Why it matters
A student who turns 18 by 1 January 2027 can now get on the roll in time for the next elections in these States, without waiting for a door-to-door drive. A family that lost a member, or a worker who moved for good, sees the old entry removed only on a written Form 7, so a voter is not struck off on a software match alone. The rolls decide who may vote. A summary revision is cheaper and quicker than preparing rolls afresh, but it inherits the old roll's errors, so its quality rests on how carefully the ERO checks claims and objections. That is the standing tension in electoral administration: reaching every voter while keeping the list accurate.
Prelims pointers
- Article 324: superintendence, direction and control of preparing electoral rolls and conducting elections to Parliament, State Legislatures, President and Vice-President vest in the Election Commission.
- Article 326: elections to the Lok Sabha and Assemblies are on adult suffrage; the Constitution (Sixty-first Amendment) Act, 1988 lowered the voting age from 21 to 18.
- Article 325: one general electoral roll for every territorial constituency; no one excluded on grounds only of religion, race, caste or sex.
- RP Act, 1950, Section 16: a non-citizen, a person declared of unsound mind by a court, or one disqualified for corrupt practices cannot be registered.
- RP Act, 1950, Section 21(3): the Election Commission may order a special revision of any constituency's roll at any time, for reasons recorded.
- Rule 12, 1960 Rules: claims and objections within thirty days of the draft roll, or a shorter period of at least fifteen days the Commission fixes.
- Rule 11, 1960 Rules: every party with a symbol exclusively reserved in the State gets two free copies of each part of the draft roll.
- Forms: Form 6 to enrol as a new elector, Form 8 to correct an entry or record a shift of residence.
Practise a UPSC-style question
With reference to the Constitution of India, consider the following statements:
1. Article 324 vests the superintendence, direction and control of the preparation of electoral rolls in the Election Commission.
2. The voting age under Article 326 was lowered from 21 to 18 years by the Constitution (Forty-second Amendment) Act, 1976.
Which of the statements given above is/are correct?
- (a) 1 only
- (b) 2 only
- (c) Both 1 and 2
- (d) Neither 1 nor 2
Show the answer
Answer: (a) 1 only
Answer: (a) 1 only. Article 324 is right; the voting age was lowered by the Sixty-first Amendment, not the Forty-second.
Statement 1: correct. Article 324(1) vests control of the preparation of electoral rolls and of the conduct of elections in the Election Commission.
Statement 2: incorrect. The Constitution (Sixty-first Amendment) Act, 1988 replaced 'twenty-one years' with 'eighteen years' in Article 326, in force from 28 March 1989.
Eliminate: statement 2 names the wrong amendment, so it is false. Out: (b), (c).
Eliminate: statement 1 is the text of Article 324. Out: (d).
Trap: Swapped attribution. The 1976 Forty-second Amendment is the best-known amendment, so it is pinned on a change the 1988 Sixty-first Amendment made.
Remember: Voting age 21 to 18: Sixty-first Amendment, 1988, Article 326.
