India presses terrorism, connectivity norms at CICA's Baku summit

Minister of State for External Affairs Kirti Vardhan Singh led India at the 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Baku on 15 October 2026. He urged members to unite against cross-border terrorism and said connectivity projects must respect territorial integrity. The MEA said the summit adopted the Baku Declaration.

Why this matters for UPSC
GS2 international institutions and groupings involving India: Prelims can ask who proposed CICA, who its members and observers are, and how it decides; Mains, how India uses Asian forums to press its case on terrorism and connectivity.
Why it matters
CICA seats rivals such as India and Pakistan, or Iran and Israel, at one table, so it is one of the few places where Asian security is discussed as a whole. For India, the forum is a chance to press its case on cross-border terrorism before states with very different views, and to set conditions on the roads, railways and ports being planned across Asia. A trade corridor built without regard to a country's borders can turn a highway or port into a lasting dispute, and a project that is not financially viable can leave a poorer country in debt. The forum's weakness is the same as its strength: consensus means no member can be forced, and the forum has no means to enforce what it agrees.
Prelims pointers
- CICA Secretariat: located in Astana, Kazakhstan, and headed by a Secretary General (formerly Executive Director); set up under a Statute adopted at the Second CICA Summit, 2006.
- CICA membership rule: a state must have at least part of its territory in Asia; fifteen states that signed the 1999 Declaration became its founding members.
- CICA observers include Japan, the USA, Turkmenistan, Saudi Arabia and Indonesia; the United Nations is among its five observer organisations.
- CICA structure: the Summit meets every four years; the Ministerial Council every two years; the Senior Officials Committee at least twice a year.
- UN link: the UN General Assembly conferred observer status on CICA at its 62nd session, 2007.
- CICA Day: 5 October, the date of the 1992 proposal at the UN General Assembly.
- CICA summit venues: Almaty 2002 and 2006, Istanbul 2010, Shanghai 2014, Dushanbe 2019, Astana 2022.
Practise a UPSC-style question
With reference to the Conference on Interaction and Confidence Building Measures in Asia (CICA), consider the following statements:
1. The idea of CICA was first proposed by the President of Uzbekistan at the United Nations General Assembly in 1992.
2. The CICA Secretariat, the forum's permanent administrative body, is located in Almaty, Kazakhstan.
Which of the statements given above is/are correct?
- (a) 1 only
- (b) 2 only
- (c) Both 1 and 2
- (d) Neither 1 nor 2
Show the answer
Answer: (d) Neither 1 nor 2
Answer: (d) Neither 1 nor 2. Kazakhstan, not Uzbekistan, proposed CICA, and its Secretariat sits in Astana, not Almaty.
Statement 1: incorrect. Kazakhstan's first President, Nursultan Nazarbayev, proposed CICA at the 47th session of the UN General Assembly on 5 October 1992.
Statement 2: incorrect. The CICA Secretariat is located in Astana, Kazakhstan; Almaty is where the founding Declaration (1999) and the Almaty Act (2002) were adopted.
Eliminate: Statement 1 names the wrong proposer; Kazakhstan put CICA forward at the UN General Assembly. Out: (a), (c).
Eliminate: Statement 2 puts the Secretariat in Almaty, but it is in Astana. Out: (b).
Trap: Look-alike names. Almaty and Astana are both Kazakh cities tied to CICA, and Uzbekistan is a Central Asian neighbour that sounds a plausible proposer.
Remember: CICA: proposed by Kazakhstan at UNGA 1992; Secretariat in Astana; founding texts adopted at Almaty.
