India approves rollover of ₹30 billion currency swap for the Maldives

India has approved the Maldives government's request to roll over a ₹30 billion currency swap facility, the High Commission of India in Malé said on 16 October 2026. The rupees were first drawn on 23 April 2026 under the Reserve Bank of India's SAARC currency swap framework for 2024-27, which carries concessional terms.
Syllabus: GS3 · Indian Economy & Growth; GS2 · India & its Neighbourhood; GS2 · Groupings & Agreements
Why this matters for UPSC
GS2 India and its neighbourhood and GS3 external sector: Prelims can ask how the RBI's SAARC currency swap framework works, its two windows and who signs; Mains, the Maldives' strategic importance and India's financial support to it.
Why it matters
A small island economy that earns its foreign money mainly from tourism can run short of dollars and rupees to pay for fuel, food and imports. If its reserves run too low, its currency and its ability to pay debts come under strain. By giving the Maldives more time to repay, India keeps that pressure off for now, so Maldivian businesses and the government can keep paying for what they buy from abroad. For India, a stable neighbour beside its sea-lanes matters for maritime security, and lending in rupees can widen the use of India's currency. The larger question is how India uses money, not only diplomacy, to stay the first partner its neighbours turn to.
Prelims pointers
- The SAARC Currency Swap Facility came into operation on 15 November 2012, as a backstop for short-term forex liquidity or balance of payments stress.
- The 2024-27 SAARC swap framework was put in place by the RBI with the concurrence of the Government of India.
- Any SAARC member country may use the facility, but only after signing a bilateral swap agreement with the RBI.
- India's separate Bilateral Swap Arrangement with Japan, renewed from 28 February 2026, is up to US$ 75 billion, per the RBI.
- The Maldives lies about 70 nautical miles from Minicoy and 300 nautical miles from India's west coast, per the MEA.
- The Maldives sits at the hub of Indian Ocean sea-lanes through the 8° N and 1½° N channels, per the MEA.
- Treasury bills are zero-coupon money-market instruments, issued at a discount and redeemed at face value, per the RBI.
Practise a UPSC-style question
With reference to the Reserve Bank of India's Framework on Currency Swap Arrangement for SAARC Countries for 2024-27, consider the following statements:
1. Swap agreements under it are signed between the RBI and the finance ministries of SAARC countries.
2. The RBI put the framework in place with the concurrence of the Government of India.
3. Its INR Swap Window has a total corpus of ₹250 billion.
Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (b) 2 and 3 only
Answer: (b) 2 and 3 only. The framework works through the central banks, not finance ministries.
Statement 1: incorrect. The RBI enters into bilateral swap agreements with SAARC central banks, such as the Maldives Monetary Authority, per its release of 27 June 2024.
Statement 2: correct. The RBI's June 2024 release says it adopted the 2024-27 framework with the concurrence of the Government of India.
Statement 3: correct. The same release sets the total corpus of rupee support under the INR Swap Window at ₹250 billion.
Eliminate: statement 1 is the surest call, as swaps are a central bank to central bank tool. Out: (a), (c), (d).
Trap: Swapped attribution. The finance ministry sounds like a natural party to sovereign support, but the counterparty under the framework is the partner's central bank.
Remember: SAARC swaps are RBI-to-central-bank agreements, with Government of India concurrence.
