Fewer than half of countries reporting say their national targets are on track for any of the Kunming-Montreal Global Biodiversity Framework's 23 targets, finds 'State of Biodiversity Action', the Convention on Biological Diversity Secretariat's first global report on the framework. UN Secretary-General António Guterres launched it in Yerevan on 15 October 2026, before COP17 opens there on 19 October.

Syllabus: Prelims · Environment & Ecology; GS3 · Environment & Conservation; GS2 · International Institutions

Why this matters for UPSC

GS3 (conservation) and GS2 (international bodies): Prelims can ask the Kunming-Montreal Framework's goals and targets, '30x30' and who publishes 'State of Biodiversity Action'; Mains, why biodiversity finance and national action lag global pledges.

Why it matters

Forests, wetlands, fish stocks and pollinators feed farmers and fishers and protect towns from floods. When a country's nature plan is on paper but not on the ground, those benefits keep shrinking, and the poorest, who depend most on them, lose first. The report shows the weak link is not intention but money, skills and data, and payments that still reward clearing land or overfishing. That is why the report points COP17 to the finance and capacity needed to turn commitments into action. For India, a party to the Convention, the same test applies: its own targets count only if they reach budgets, rules and districts.

Prelims pointers

  • The Convention on Biological Diversity was opened for signature on 5 June 1992 at the Rio Earth Summit and entered into force on 29 December 1993.
  • Article 1 of the Convention sets three objectives: conservation, sustainable use of its components, and fair and equitable sharing of benefits from genetic resources.
  • Article 6 of the Convention requires each Party to develop national strategies, plans or programmes for conservation and sustainable use of biodiversity.
  • Target 3 ('30x30') asks for at least 30 per cent of land and inland waters and of marine and coastal areas to be effectively conserved by 2030.
  • Target 2 seeks 30 per cent of degraded ecosystems under effective restoration; Target 18 cuts harmful incentives by at least $500 billion a year by 2030.
  • Target 19 seeks $200 billion a year from all sources by 2030, including international finance of $20 billion by 2025 and $30 billion by 2030.
  • Goal D of the Framework seeks to close the biodiversity finance gap of $700 billion per year.
  • India ratified the Convention on 18 February 1994; its National Biodiversity Authority, a statutory body set up in 2003, implements the Biological Diversity Act, 2002.

Practise a UPSC-style question

With reference to the Kunming-Montreal Global Biodiversity Framework, consider the following statements:

1. It sets out 23 goals for 2050 and 4 targets for 2030.

2. It was adopted at the fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity in 2022.

Which of the statements given above is/are correct?

  1. (a) 1 only
  2. (b) 2 only
  3. (c) Both 1 and 2
  4. (d) Neither 1 nor 2
Show the answer

Answer: (b) 2 only

Answer: (b) 2 only. The Framework was adopted at COP15 in December 2022, but its numbers are the other way round.

Statement 1: incorrect. The Framework has 4 goals for 2050 and 23 targets for 2030; the statement swaps the two numbers.

Statement 2: correct. The Kunming-Montreal Global Biodiversity Framework was adopted at COP15 of the Convention on Biological Diversity, whose second part met in Montreal, Canada, in December 2022.

Eliminate: Statement 1 swaps goals and targets, so it is wrong. Out: (a), (c).

Eliminate: Statement 2 is right, since the Framework came out of COP15 in 2022. Out: (d).

Trap: Near-miss figure. Both numbers are real features of the Framework; only their pairing with 2050 and 2030 is reversed, which a hurried reader misses.

Remember: Kunming-Montreal GBF = 4 goals for 2050, 23 targets for 2030, adopted at COP15 (December 2022).
