India, Samoa sign disability MoU; MoS's Samoa-Naoero visit under FIPIC

India and Samoa signed a Memorandum of Understanding in Apia on 16 October 2026 for the SENESE Project, an Indian Grant-in-Aid project for children and persons with disabilities. Minister of State for External Affairs Pabitra Margherita signed with Prime Minister La'auli Leuatea Schmidt. The MEA linked his 16-22 October Samoa-Naoero visit to the Forum for India-Pacific Islands Cooperation.
Syllabus: Prelims · Current Affairs & IR; GS2 · Groupings & Agreements; GS2 · Foreign Policies & the Diaspora
Why this matters for UPSC
GS2 Mains (India and its bilateral and regional groupings) can ask about FIPIC and India's development partnership with Pacific Island Countries; Prelims can ask FIPIC's summits, ITEC, ICCR and Nauru's ties with India.
Why it matters
For a child in Samoa with a hearing or learning disability, the project could mean a hearing test, a ramp into school, a classroom built to include them and later a trade to learn. For India, such small, visible projects matter in the Pacific, where countries are tiny in population but each holds a full vote at the UN. Samoa has backed Indian candidates in international bodies, and Nauru supports India's bid for a non-permanent UN Security Council seat for 2028-29, per the MEA. ITEC training and ICCR programmes give people in these countries first-hand ties with India. The larger issue is whether India can turn summit promises into delivered projects in a region where many larger donors compete.
Prelims pointers
- FIPIC summits: first in Suva, Fiji (19 November 2014); second in Jaipur (21 August 2015); third in Port Moresby, Papua New Guinea (22 May 2023), co-chaired with Papua New Guinea.
- FIPIC III 12-point plan (2023): a cardiology hospital in Fiji, dialysis units and sea ambulances for all 14 Pacific Island Countries, and desalination units.
- Sagar Amrut Scholarship: announced at FIPIC III in 2023, offering 1,000 ITEC training opportunities to Pacific Island Countries over five years.
- ITEC was instituted on 15 September 1964 as a bilateral programme of assistance, fully funded by the Government of India; it was formally launched under Prime Minister Lal Bahadur Shastri.
- ICCR was founded in 1950 by Maulana Abul Kalam Azad, India's first Education Minister, and works as the soft-power arm of the Ministry of External Affairs.
- Nauru is a founding member of the International Solar Alliance; it was a major phosphate supplier to India and invested in Paradeep Phosphates Ltd, a joint venture.
- India-UN Development Partnership Fund: funded the Samoa Knowledge Society Initiative, whose Samoa Digital Library (2022) is the first digital library in any Pacific Island country, per the MEA.
Practise a UPSC-style question
With reference to the Forum for India-Pacific Islands Cooperation (FIPIC), consider the following statements:
1. Its first summit was held in Suva, Fiji in 2014.
2. Its second summit was hosted by India in Jaipur in 2015.
Which of the statements given above is/are correct?
- (a) 1 only
- (b) 2 only
- (c) Both 1 and 2
- (d) Neither 1 nor 2
Show the answer
Answer: (c) Both 1 and 2
Answer: (c) Both 1 and 2. FIPIC's first two summits were in Suva and Jaipur.
Statement 1: correct. The first FIPIC summit was hosted in Suva, Fiji on 19 November 2014, per the MEA.
Statement 2: correct. The second FIPIC summit was held in Jaipur on 21 August 2015; the third was in Port Moresby in 2023.
Eliminate: statement 2 is surely correct, since Jaipur hosted FIPIC II. Out: (a), (d).
Eliminate: statement 1 is correct too, since Suva hosted FIPIC I. Out: (b).
Trap: Swapped attribution. A student who expects every FIPIC summit to sit in a Pacific Island Country may wrongly pin Jaipur's 2015 summit elsewhere and reject statement 2.
Remember: FIPIC summits: Suva 2014, Jaipur 2015, Port Moresby 2023.
