BIMSTEC home ministers adopt Delhi Declaration at first security meeting

BIMSTEC's seven members held their first Home Ministers' Meeting in New Delhi on 13 October 2026 and adopted the Delhi Declaration on security cooperation. It condemns cross-border terrorism, seeks enforcement of UN Security Council sanctions and presses members to implement BIMSTEC's anti-terrorism convention. The Home Ministry said ministers also approved five instruments, including a disaster-preparedness plan.
Syllabus: GS2 · India & its Neighbourhood; GS2 · Groupings & Agreements; GS3 · Cyber Security & Money Laundering
Why this matters for UPSC
GS2 regional groupings and GS3 organised crime and terror financing. Prelims can ask BIMSTEC's founders, Charter, Secretariat and which member leads which sector; Mains, regional cooperation against terrorism, drugs and trafficking.
Why it matters
A young job-seeker lured abroad by a fake offer and forced to run online frauds from a scam centre is exactly the victim the declaration names. Such crimes cross several borders: the recruiter, the scam compound and the defrauded person can sit in three different countries, so no single police force can close the case alone. Shared intelligence, legal assistance and extradition let a case started in one member reach evidence and suspects in another. The same holds for drugs moving through the Golden Triangle, made with diverted precursor chemicals, and for money that funds terrorism. The larger question is whether BIMSTEC, long seen as slow, can turn signed conventions into working police cooperation.
