Japan and Bangladesh make Matarbari port the hub of upgraded BIG-B

Japan and Bangladesh met for a summit in Tokyo on 27 October 2026. They upgraded their Bay of Bengal Industrial Growth Belt (BIG-B) into "BIG-B for Shared Prosperity". They agreed to jointly develop a Matarbari-Maheshkhali hub for logistics, energy and industry, with the Matarbari Deep Sea Port at its centre. Japanese sources envisage linking the port with India's northeast.
Syllabus: GS3 · Infrastructure; GS2 · India & its Neighbourhood; GS2 · Groupings & Agreements
Why this matters for UPSC
GS2 (India and its neighbourhood; groupings affecting India's interests) and GS3 (ports and infrastructure). Prelims can ask where Matarbari, Sittwe and Paletwa lie and what BIG-B and the Act East Forum are; Mains, about Japan's role in northeast connectivity.
Why it matters
A trader in Tripura or Mizoram has no seaport of his own, because the northeast is landlocked. A deep-water port on the nearby Bangladesh coast could shorten his route to the sea if a link is built, which Japanese sources envisage but no government has yet agreed. For Bangladesh, a port that takes big ships could spare exporters the cost of transhipping cargo through Southeast Asian hubs. For India, the plan shows how a partner's money in a neighbour's port can serve its own northeast, if Bangladesh agrees to the link.
Prelims pointers
- The Kaladan Multimodal Transit Transport Project joins Sittwe port in Myanmar's Rakhine State to Paletwa by waterway, and Paletwa to Zorinpui in Mizoram by road.
- Sittwe port lies in Myanmar's Rakhine State, where the Kaladan river meets the Bay of Bengal; it was developed under an India-Myanmar framework agreement for the Kaladan project.
- Cox's Bazar District lies on Bangladesh's Bay of Bengal coast, close to Myanmar's Rakhine State.
- Japan's Free and Open Indo-Pacific vision and India's Act East Policy are the two frameworks the India-Japan Act East Forum works under.
- UNCLOS, opened for signature in 1982, allows a territorial sea of up to 12 nautical miles and an exclusive economic zone of 200 nautical miles.

Show the answer
Answer: (a) 1 only
Answer: (a) 1 only. The port is in Cox's Bazar District, and it is a JICA project, not an ADB one.
Statement 1: correct. JICA gives the project site as Matarbari area, Cox's Bazar District, Chittagong Division, Bangladesh.
Statement 2: incorrect. The Japan International Cooperation Agency (JICA) rates the Matarbari Port Development Project Category A under its own environmental and social guidelines.
Eliminate: statement 2 credits the wrong lender. Out: (b), (c).
Eliminate: statement 1 is the project's stated site. Out: (d).
Trap: Swapped attribution. The Asian Development Bank is put in place of JICA, Japan's aid agency that runs the project.
Remember: Matarbari: Cox's Bazar, Bangladesh; a JICA project.
