Syllabus: Prelims · Current Affairs & IR; GS2 · Groupings & Agreements; GS2 · Foreign Policies & the Diaspora
Why this matters for UPSC
GS2 Mains: India's bilateral relations and the effect of developed countries' policies on India's interests. Prelims can ask the Comprehensive Global Strategic Partnership, Major Defense Partner status, the 2+2 Ministerial meeting, the Quad and C5+1.
Why it matters
A household that buys fuel or runs an export business feels this relationship directly. If tariffs on Indian goods rise, exporters lose orders; if India is pressed to buy less Russian oil, fuel supply and prices are affected. Talks between foreign ministers are where such disputes are first raised, before any formal deal. The meeting shows whether the two governments can keep defence, energy and technology cooperation moving while trade and sanctions disagreements remain open. Because India buys energy from several suppliers, the outcome also shapes how much room it keeps to choose them.
Prelims pointers
- India-US Comprehensive Global Strategic Partnership: set out in the joint statement of 25 February 2020, issued during the US President's State Visit to India on 24-25 February 2020.
- The 2020 statement decided to strengthen consultation through the 2+2 Ministerial meeting of the Foreign and Defense Ministers of India and the United States.
- In the same statement the US reaffirmed support for India's permanent seat on a reformed UN Security Council and for India's entry into the Nuclear Suppliers Group.
- Strategic Energy Partnership: the India-US framework, noted in the 2020 statement, to enhance energy security and link the two countries' energy industries.
- Homeland Security Dialogue: the 2020 statement welcomed its reinvigoration by the US Department of Homeland Security and India's Ministry of Home Affairs, and an intended Counter-Narcotics Working Group.
- WTO tariffs: members list commitments to cut and bind tariffs in goods schedules; the bound rate is the ceiling, and the applied rate actually charged can be lower.

Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (c) 1 and 3 only
Answer: (c) 1 and 3 only. The statement of 25 February 2020 noted the energy partnership; statement 2 swaps the defence status.
Statement 1: correct. The joint statement of 25 February 2020 followed the US President's State Visit to India on 24-25 February 2020.
Statement 2: incorrect. The US reaffirmed India's status as a Major Defense Partner, not a Major Non-NATO Ally.
Statement 3: correct. The statement noted the Strategic Energy Partnership, meant to enhance energy security and industry engagement.
Eliminate: statement 2 is the surest to be wrong, since the status it names is a different one. Out: (a), (b), (d).
Trap: Look-alike names. Major Defense Partner and Major Non-NATO Ally are both US defence designations, so a student who half-remembers one can accept the other.
Remember: India is a Major Defense Partner of the US, not a treaty ally.
