The Quad: origin, summits and the four-nation Indo-Pacific agenda
Why in news: On 17 October 2026, reports said Quad members are exploring a leaders' summit on the margins of the 16-18 November ASEAN meetings in Manila.

The Quad is a diplomatic partnership of India, Australia, Japan and the United States for a free and open Indo-Pacific. It grew out of joint relief after the December 2004 Indian Ocean tsunami and became a leaders' format in 2021. Its members are now exploring a delayed leaders' summit beside the ASEAN Summit in Manila in November.
Syllabus: Prelims · Current Affairs & IR; GS2 · Groupings & Agreements; GS2 · International Institutions
Why this matters for UPSC
GS2 international relations, groupings involving India: Prelims asks the Quad's members, its 2004 tsunami origin, its first leaders' summit and initiatives such as IPMDA; Mains asks whether it is a security or a development partnership.
In short
The Quad is a diplomatic partnership of India, Australia, Japan and the United States, working through leaders' summits and practical initiatives for a free, open and resilient Indo-Pacific.
The Quad serves India best as a deliverer of public goods; a Manila summit with real outcomes would show its momentum outlasts political transitions.
Why it matters
A fisheries officer in a small Pacific or Indian Ocean state can now track illegal fishing in its waters, because Quad maritime data reaches agencies that could not afford it alone. During the pandemic, vaccine capacity that Quad money expanded in India was meant for export to Indo-Pacific countries. For India, the Quad offers a seat beside three large economies in shaping Indo-Pacific rules through civilian projects such as health, technology and disaster relief. A summit that keeps slipping weakens that promise: partners in the region judge the grouping by what it delivers, so a meeting with real outcomes matters more than a photograph.

Show the answer
Answer: (c) 1 and 3 only
Answer: (c) 1 and 3 only. The 2007 officials' meeting was held beside the ASEAN Regional Forum, not an SCO summit.
Statement 1: correct. The MEA's Quad brief traces the grouping's genesis to coordinated relief after the 2004 Indian Ocean tsunami.
Statement 2: incorrect. The first meeting of Quad officials, in May 2007, took place on the sidelines of the ASEAN Regional Forum in the Philippines.
Statement 3: correct. After a ten-year gap, Quad officials met in Manila in November 2017 on the margins of the East Asia Summit, per the MEA.
Eliminate: Statement 2 is the surest: the 2007 officials' meeting sat beside the ASEAN Regional Forum. Out: (a), (b), (d).
Trap: Swapped attribution. The 2007 meeting is pinned on the wrong regional forum; the ASEAN Regional Forum and the SCO both hold annual Asian meetings.
Remember: Quad timeline: tsunami 2004, ARF sidelines 2007, Manila 2017, leaders 2021.
