RoDTEP and RoSCTL: refunding the taxes hidden in India's exports
Why in news: Both schemes run to 31 December 2026 after extensions in September-October 2026; a news report of 21 October 2026 says two panels are reviewing them.

RoDTEP and RoSCTL refund exporters the central, state and local levies that GST and Duty Drawback leave inside export prices, such as VAT on transport fuel, mandi tax and electricity duty. The rebate, a percentage of FOB value, comes as a transferable e-scrip. Both run to 31 December 2026; a news report says two panels are reviewing them.
Syllabus: GS3 · Indian Economy & Growth; GS2 · Government Policies; GS2 · Groupings & Agreements
Why this matters for UPSC
RoDTEP and RoSCTL serve GS3 Indian economy and exports. Prelims asks which ministry notifies each, what they refund, how the e-scrip works and how they differ from Duty Drawback; Mains, zero-rating of exports and WTO-compatible export support.
In short
RoDTEP and RoSCTL rebate the central, state and local levies still embedded in exports after GST and customs refunds, so that goods, not domestic taxes, are exported.
Refunding embedded levies keeps Indian exports competitive within WTO rules; the review should tie rates to measured incidence and give exporters multi-year certainty.
Why it matters
A small garment unit pays mandi tax on the cotton its suppliers buy, electricity duty on its power bill and VAT on the diesel that trucks its cartons to the port. GST refunds return none of these, so they sit inside its export price, and a rival from a country that refunds more can quote lower and win the order. RoDTEP and RoSCTL hand that money back as a credit the firm can use to pay customs duty or sell to an importer. When a scheme lapses, or its rate is cut, thousands of small exporters lose margin at once and may lose buyers. The larger issue is how India supports its exports within WTO rules and a limited budget.
Prelims pointers
- Foreign Trade Policy 2023, Chapter 4 (Duty Exemption/Remission Schemes): covers Advance Authorisation and DFIA, Duty Drawback, RoSCTL and RoDTEP.
- Advance Authorisation: duty-free import of inputs physically incorporated in the export product; minimum value addition of 15% under FTP 2023.
- RoDTEP guidelines, 2021: no rebate on duties and taxes already exempted, remitted or credited, such as GST refunded on exports.
- WTO SCM Agreement, Article 3.1(a): subsidies contingent on export performance are prohibited.
- Section 75, Customs Act, 1962: Drawback rebates customs duty on imported or excisable materials used in making export goods.
- WTO dispute DS541 (United States vs India): a 2019 panel found measures under MEIS, EPCG, EOU and SEZ schemes to be prohibited export subsidies.
- RoSCTL scrips were issued by DGFT; the scrip pays basic customs duty on imports of machinery, equipment or inputs.
Practise a UPSC-style question
With reference to India's export remission schemes, consider the following statements:
1. RoDTEP is notified by the Department of Commerce and administered by the Department of Revenue.
2. RoSCTL for apparel and made-ups is notified by the Department of Commerce.
3. The Duty Drawback scheme is administered by the Department of Revenue.
Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (c) 1 and 3 only
Answer: (c) 1 and 3 only. RoSCTL belongs to the Ministry of Textiles, not the Department of Commerce.
Statement 1: correct. Chapter 4 of the Foreign Trade Policy 2023 lists RoDTEP as notified by the Department of Commerce and administered by the Department of Revenue.
Statement 2: incorrect. RoSCTL is notified by the Ministry of Textiles, which first ran the Rebate of State Levies in 2016.
Statement 3: correct. The Foreign Trade Policy 2023 lists Duty Drawback as administered by the Department of Revenue; CBIC pays it under section 75 of the Customs Act, 1962.
Eliminate: Statement 2 is the surest: RoSCTL is a Ministry of Textiles scheme. Out: (a), (b), (d).
Trap: Swapped attribution. RoDTEP's notifying department is planted on RoSCTL, so a student who links all export schemes to Commerce falls for it.
Remember: RoDTEP is Commerce notifies, Revenue administers; RoSCTL is Textiles; Drawback is Revenue.
