River boat safety: Inland Vessels Act 2021, NDMA guidelines, district duties
Why in news: A boat carrying children capsized in the Ganga near Raghopur in Bihar's Vaishali district on 13 October 2026, killing 13.

The Inland Vessels Act, 2021 gives motorised river vessels one national system of survey and registration, while hand-powered country boats are left to State enrolment under its Chapter XVII. NDMA's 2017 boat-safety guidelines ask States and districts to enforce capacity limits and safety gear. A boat capsize in Bihar's Vaishali district killed 13 children on 13 October 2026.
Syllabus: GS3 · Infrastructure; GS2 · Governance & e-Governance; GS3 · Disaster Management
Why this matters for UPSC
GS3 disaster management and GS1 inland water transport: Prelims can ask what the Inland Vessels Act, 2021 and its Chapter XVII provide, and who chairs the DDMA; Mains, how districts prevent boat capsizes.
In short
River boat safety in India rests on three layers: the Inland Vessels Act, 2021 for vessels, NDMA's 2017 guidelines under disaster law, and State ferry laws enforced by districts.
Boat safety will hold only when States write Chapter XVII rules and districts enforce NDMA's checks daily, keeping essential crossings open but safe.
Why it matters
For families in Bihar's riverine villages, a boat is the road to school, fields, hospitals and markets, and a bridge rarely reaches every settlement. When nobody checks how many people a boat may carry, whether it leaks or whether it has life jackets, an ordinary evening trip can turn fatal, and children are the most exposed. Clear rules decide who answers for that check: the boat owner, the ghat manager, the State department or the district administration. Where those duties stay vague, safety orders are issued after each accident and then fade. Getting boat safety right keeps essential crossings open while cutting the deaths they cause, and it tests whether disaster management in India works before a tragedy rather than after it.
Prelims pointers
- The Inland Vessels Act, 2021 received the President's assent on 11 August 2021 and repealed the Inland Vessels Act, 1917.
- Under section 4 of the 2021 Act, a State may notify Zones 1, 2 and 3, where maximum significant wave height stays within 2.0, 1.2 and 0.6 metres.
- The 2021 Act defines a passenger vessel as any vessel permitted to carry more than twelve passengers.
- Under the 2021 Act, a motorised vessel plying beyond its permitted carrying capacity, or without valid survey or registration, may be detained or removed (section 85).
- The IWAI was set up as a statutory body in 1986; its headquarters is in Noida, with a regional office at Patna.
- Under section 25 of the Disaster Management Act, 2005, the local authority's elected representative co-chairs the DDMA; where a zila parishad exists, its Chairperson does.
- NDMA's 2017 guidelines suggest one lifebuoy for every five passengers on non-mechanised boats, with at least two, and navigation lights for boats run at night.
- Under Bihar's 2023 Ferryghat Act, a settlement holder breaking the rules faces three months' simple imprisonment, a fine of up to Rs 50,000, cancellation of settlement, or all three.
Practise a UPSC-style question
With reference to the Inland Vessels Act, 2021, consider the following statements:
1. The Directorate General of Shipping is the competent authority under the Inland Vessels Act, 2021.
2. A certificate of survey granted under the Act has effect throughout India unless it specifies otherwise.
3. The Inland Vessels Act, 2021 repealed and replaced the Inland Vessels Act, 1917.
Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (b) 2 and 3 only
Answer: (b) 2 and 3 only. The Act names the IWAI, not the Directorate General of Shipping, so statement 1 fails.
Statement 1: incorrect. Section 6 makes the Inland Waterways Authority of India, constituted under the IWAI Act, 1985, the competent authority.
Statement 2: correct. Section 14(2) gives a certificate of survey effect throughout India; separate State endorsements are no longer needed.
Statement 3: correct. Parliament passed the Act in August 2021 to repeal and replace the over-100-year-old Inland Vessels Act, 1917.
Eliminate: Judge statement 1 first: the competent authority is the IWAI, so statement 1 is incorrect. Out: (a), (c), (d).
Trap: Swapped attribution. A familiar shipping body is put in place of the IWAI, which section 6 of the inland law names.
Remember: Inland Vessels Act, 2021: IWAI is the competent authority; one survey certificate valid across India.
