Karwar's value lies in bringing berths, repair, aviation and housing together; finishing Phase IIA on time, with local participation, decides whether it delivers.

Why it matters

A navy is only as ready as its bases. Ships and submarines need protected berths, a dockyard to repair them, an airfield for naval aircraft and homes for the crews. A larger base at Karwar lets the Navy station more ships and submarines there. For people in Uttara Kannada, a base of about 10,000 personnel and their families means new demand for housing, transport, shops and services, which the Ministry of Defence expects to create direct and indirect jobs and to lift local industry and tourism. The project also shows whether large defence works can be built to green-building norms and mostly with Indian materials.
