The National Institutional Ranking Framework (NIRF), launched by the Ministry of Education in 2015, ranks higher education institutions on five weighted parameters, while NAAC accredits them. Since 2025 NIRF deducts marks for retracted papers. The 2026 rankings, usually out by September, are delayed as a large number of flagged retractions are scrutinised.

Why this matters for UPSC

GS2 education and statutory bodies: Prelims can ask NIRF's five parameters and weights, NAAC's parent body and the binary accreditation reform; Mains, how rankings, accreditation and a single regulator shape quality and autonomy.

In short

The National Institutional Ranking Framework (NIRF), launched by the Ministry of Education in September 2015, ranks higher education institutions yearly on five weighted parameters, beside NAAC's accreditation.

NIRF should reward honest research, not volume: transparent retraction penalties and an autonomous accreditation system must anchor any single higher-education regulator.

Why it matters

Students and parents read NIRF lists when choosing a college. When a single faculty member's paper is withdrawn for fake data or plagiarism, the whole institution now loses marks, so universities have a reason to police research ethics instead of chasing paper counts. The rank also travels into money: accreditation and rankings increasingly decide which institutions get autonomy and public funds. A delay leaves families with last year's list during admissions. The larger issue is how India measures quality in higher education, and whether one powerful regulator or several independent bodies should do it.

Prelims pointers

  • NIRF origins: ministry workshop on 21 August 2014; a 16-member Core Committee chaired by the Secretary (Higher Education) appointed on 29 October 2014.
  • NIRF sub-parameters: 19 in all, such as Faculty Student Ratio (TLR), Patents (RP), Median Salary (GO) and Region Diversity (OI).
  • Overall ranking: introduced in 2017 for institutions with at least 1,000 students; Innovation and Agriculture and Allied Sectors added in 2023.
  • NAAC origins: the National Policy on Education, 1986 and its Programme of Action, 1992 called for an independent national accreditation agency; NAAC's headquarters are in Bengaluru.
  • NAAC scoring since 2017: system-generated scores from online evaluation carry 70% and peer evaluation 30%.
  • Radhakrishnan Committee: High Level Committee formed in November 2022 under Dr K. Radhakrishnan to strengthen accreditation and plan the National Accreditation Council envisioned in NEP 2020.
  • University Grants Commission: came into existence on 28 December 1953; became a statutory body under an Act of Parliament in 1956.
  • Higher Education Commission of India: NEP 2020's proposed single overarching regulator, to replace multiple regulators with a 'light but tight' framework.

Practise a UPSC-style question

With reference to the National Institutional Ranking Framework (NIRF), consider the following statements:

1. Teaching, Learning and Resources and Research and Professional Practice carry a weight of 0.30 each.

2. Graduation Outcome carries a weight of 0.20 in the overall score.

3. Perception carries a weight of 0.20, the same as Graduation Outcome.

Which of the statements given above is/are correct?

  1. (a) 1 and 2 only
  2. (b) 2 and 3 only
  3. (c) 1 and 3 only
  4. (d) 1, 2 and 3
Show the answer

Answer: (a) 1 and 2 only

Answer: (a) 1 and 2 only. Perception carries 0.10, not 0.20.

Statement 1: correct. NIRF gives Teaching, Learning and Resources and Research and Professional Practice a weight of 0.30 each.

Statement 2: correct. Graduation Outcome carries 0.20 of the total score in NIRF's five-parameter framework.

Statement 3: incorrect. Perception, built on peer perception of academics and employers, carries 0.10, the same as Outreach and Inclusivity.

Eliminate: statement 3 gives Perception double its real weight, so it is incorrect. Out: (b), (c), (d).

Trap: Near-miss figure. A real parameter is given the weight of its neighbour in the list, 0.20 for 0.10.

Remember: NIRF weights: TLR 0.30, RP 0.30, GO 0.20, OI 0.10, Perception 0.10.
