Legal metrology: the OIML, its CIML and the Legal Metrology Act, 2009
Why in news: India will host the 61st CIML meeting for the first time, in New Delhi from 26 to 28 October 2026 (PIB, 19 October 2026).

Legal metrology sets binding rules for units, measuring instruments and methods so that weighments in trade are accurate. Worldwide, the OIML, a treaty body set up in 1955, frames model rules through its decision-making CIML; in India, the Legal Metrology Act, 2009 applies them. India will host the 61st CIML meeting, its first, in New Delhi.
Syllabus: GS3 · Indian Economy & Growth; GS2 · Government Policies; GS2 · International Institutions
Why this matters for UPSC
GS2 asks about international institutions' structure and mandate, and GS3 about consumer protection and regulatory reform. Prelims can ask who sits on the CIML, what the OIML-CS does and which list of the Seventh Schedule covers weights and measures.
In short
Legal metrology is the part of metrology that attaches mandatory legal requirements to units, methods and instruments of measurement, so that weighments in trade are accurate and secure.
India's legal metrology must pair trust-based compliance for honest firms with firm action on short weight, so that global standards reach every shop counter.
Why it matters
A shopper buying a kilo of rice, a motorist filling petrol and a farmer selling grain at a weighbridge all rely on a scale that someone has checked. If the scale reads light, the buyer pays for goods never received; if a weighbridge is tampered with, the farmer is paid less for the harvest. Legal metrology is the State's guarantee that these readings are right. Common international rules matter as well: an Indian maker of weighing machines holding one accepted certificate can sell abroad without paying for fresh tests in each country. The larger question is how a regulator stays strict on cheating while easing paperwork for honest small firms.
Prelims pointers
- OIML membership: 63 Member States, India among them, as listed on the OIML's website.
- Legal Metrology Act, 2009, section 5: seven base units, including the kelvin for thermodynamic temperature and the mole for amount of substance.
- Section 21: the Indian Institute of Legal Metrology, Ranchi, set up under the 1976 Act, is deemed established under the 2009 Act.
- OIML publications: International Recommendations are model regulations; International Documents are informative, for guidance only.
- OIML-CS participants: Issuing Authorities and Utilizers come from Member States; Associates come from Corresponding Members and have no Management Committee vote.
- Section 24: Government approved Test Centres verify listed instruments such as water meters, clinical thermometers and weights, besides State officers.
- WTO TBT Agreement, Article 2.4: members base technical regulations on relevant international standards unless these would be ineffective or inappropriate.
Practise a UPSC-style question
With reference to the International Organization of Legal Metrology (OIML), consider the following statements:
1. It is recognised as an international standard-setting body under the WTO Agreement on Sanitary and Phytosanitary Measures.
2. It is an intergovernmental treaty organisation established in 1955.
Which of the statements given above is/are correct?
- (a) 1 only
- (b) 2 only
- (c) Both 1 and 2
- (d) Neither 1 nor 2
Show the answer
Answer: (b) 2 only
Answer: (b) 2 only. The OIML dates from 1955, but its WTO standing comes from the Technical Barriers to Trade Agreement.
Statement 1: incorrect. The OIML is an international standard-setting body in the sense of the WTO Technical Barriers to Trade (TBT) Agreement, not the SPS Agreement.
Statement 2: correct. The OIML is an intergovernmental treaty organisation set up in 1955; India joined it in 1956.
Eliminate: Judge statement 1 first: the OIML's WTO recognition is under the TBT Agreement, so statement 1 is incorrect. Out: (a), (c).
Eliminate: Judge statement 2: the OIML was founded as a treaty body in 1955, so statement 2 is correct. Out: (d).
Trap: Swapped attribution. A true recognition is pinned on the wrong WTO agreement; SPS covers food safety and plant and animal health, TBT covers technical regulations.
Remember: OIML: 1955 treaty body, a standard-setter under the WTO TBT Agreement.
