International Energy Agency: membership, 90-day oil stocks and India's status

The International Energy Agency (IEA), founded in 1974 after the 1973-74 oil crisis, requires each member to hold oil stocks equal to 90 days of net imports and coordinates emergency releases. India is an Association country, not a member. The IEA's sixth and largest collective action, agreed in March 2026, answered oil-market disruption from the Middle East conflict.
Syllabus: GS3 · Infrastructure; GS2 · Foreign Policies & the Diaspora; GS2 · International Institutions
Why this matters for UPSC
GS2 important international institutions and GS3 energy security. Prelims can ask who may join the IEA, its 90-day stock rule and India's Association status; Mains, India's strategic petroleum reserves and the case for full IEA membership.
In short
The International Energy Agency is an autonomous inter-governmental body within the OECD framework, created in 1974 to secure oil supplies through shared emergency stocks and collective action.
For India, Association status gives early warning but no vote; full membership, with larger strategic reserves, would turn consultation into a share in decisions.
Why it matters
When a war or a storm cuts oil supplies, fuel prices jump everywhere, because oil is traded on one world market. Families pay more for petrol, cooking and buses; farmers pay more for diesel; airlines and truckers pass costs on. Shared emergency stocks soften that shock: if many importing countries put stored oil on the market at once, buyers can find cargoes and panic buying eases. India sits outside the club that decides such releases, so its own strategic reserves and its links with the agency shape how hard the next shock hits Indian homes. The larger question is who governs global energy security, a club of rich importers or a wider group that includes India.
Prelims pointers
- IEA family: 32 Member, 14 Association and 6 Accession countries (Brazil, Chile, Colombia, Costa Rica, Israel, Romania), per the IEA's membership page.
- IEA entry tests: OECD membership, 90 days of the previous year's net imports in stocks, demand restraint up to 10%, and CERM legislation.
- Governing Board: unanimity is needed to activate emergency measures under the IEP Agreement; most other management decisions take a qualified majority.
- IEA stock rules: net exporters Canada, Mexico and Norway have no stockholding obligation; members may count stocks held abroad under bilateral agreements.
- ISPRL: custodian of India's sovereign crude reserves; it coordinates their release and replenishment through an Empowered Committee of the Government of India.
- India's strategic crude caverns: Visakhapatnam (June 2015), Mangaluru (October 2016), Padur (December 2018); 5.03 MMT in all; Phase 2 proposed at Chandikhol and Padur.
- IEA Association programme: the IEA works with China, India, Indonesia and Thailand on the value of emergency oil stocks.
Practise a UPSC-style question
With reference to the International Energy Agency (IEA), consider the following statements:
1. A country seeking full membership of the IEA must first be a member of the Organization of the Petroleum Exporting Countries (OPEC).
2. The IEA was created in 1974 as an autonomous agency hosted at the OECD in Paris.
3. India is linked to the IEA as an Association country, not as a full member.
Which of the statements given above is/are correct?
- (a) 1 and 2 only
- (b) 2 and 3 only
- (c) 1 and 3 only
- (d) 1, 2 and 3
Show the answer
Answer: (b) 2 and 3 only
Answer: (b) 2 and 3 only. The IEA's entry rule names the OECD, not OPEC.
Statement 1: incorrect. The IEA membership page says a candidate country must be a member country of the OECD.
Statement 2: correct. The IEA was founded in 1974 after the 1973-74 oil crisis and hosted at the OECD in Paris as an autonomous agency.
Statement 3: correct. India joined the IEA family as an Association country in 2017 and requested full membership in October 2023.
Eliminate: Statement 1 is wrong, since the OECD, not OPEC, is the gateway. Out: (a), (c), (d).
Trap: Swapped attribution. The membership condition is pinned on OPEC instead of the OECD, two bodies with look-alike acronyms.
Remember: IEA entry needs OECD membership; India is an IEA Association country.
