The Integrated Transport and Logistics Authority (ITLA) is a planned apex institution to plan roads, railways, ports, civil aviation, waterways and urban transport as one network. It will draft a National Transport Master Plan, technically appraise central projects of ₹500 crore or more and pool transport data. The Union Cabinet approved its creation on 6 October 2026.

In short

The Integrated Transport and Logistics Authority (ITLA), approved on 6 October 2026, is to be the apex body planning, appraising and monitoring every transport mode as one network.

ITLA can end piecemeal transport planning only if ministries heed its appraisals, States share plans and data, and its repository protects privacy.

Why it matters

A textile exporter sends cloth by truck to a rail terminal and then to a port. Each leg is planned by a different ministry, so one missing link, such as a port without a rail siding, adds days and cost to the whole journey. ITLA is meant to see those legs as one chain: a master plan that closes gaps across modes, appraisal that asks whether a new highway duplicates a rail line, and data from e-way bills and FASTag that show where freight really moves. Cheaper, faster logistics makes Indian goods more competitive at home and abroad. The larger question is whether integrated planning can work across separate ministries.

Prelims pointers

  • ITLA: apex institution for integrated transport and logistics planning, research, appraisal and monitoring; approved by the Union Cabinet in October 2026.
  • Appraisal split: ITLA does the technical appraisal of central projects of ₹500 crore or more; financial appraisal stays with the existing finance mechanisms.
  • PM GatiShakti National Master Plan (October 2021): a GIS-based digital platform for integrated infrastructure planning across ministries, anchored in DPIIT, Ministry of Commerce and Industry.
  • PM GatiShakti's seven engines: railways, roads, ports, waterways, airports, mass transport and logistics infrastructure.
  • National Logistics Policy (September 2022): aims to lower logistics costs; brought in the Unified Logistics Interface Platform (ULIP).
  • FASTag: an RFID tag for electronic toll payment, under the National Electronic Toll Collection (NETC) programme of the National Payments Corporation of India.
  • Vahan: the national vehicle registration database of the Ministry of Road Transport and Highways; Sarathi is its driving-licence counterpart.
  • E-way bill: an electronic document required under the GST system for moving goods; GSTN runs the GST IT backbone.
