India's Indian Ocean security rests on shared maritime domain awareness: the Navy-hosted Information Fusion Centre – Indian Ocean Region (IFC-IOR) at Gurugram, set up in 2018, pools data on shipping with partner nations under the SAGAR and MAHASAGAR visions. In May 2026, Quad foreign ministers welcomed India running IPMDA's Indian Ocean programme through IFC-IOR.

Syllabus: Prelims · Current Affairs & IR; GS2 · Groupings & Agreements; GS3 · Border Security & Organised Crime

Why this matters for UPSC

GS2 (groupings and agreements involving India) and GS3 (security challenges and agencies): Prelims can ask where IFC-IOR is, what IPMDA uses and what SAGAR and MAHASAGAR stand for; Mains, India's role as a regional security provider.

In short

Maritime domain awareness is knowing what moves at sea; India builds it through the Navy's IFC-IOR, the Quad's IPMDA and its SAGAR-to-MAHASAGAR vision of shared regional security.

India's maritime security depends less on hulls than on shared awareness; IFC-IOR must stay an open, trusted hub, not a bloc instrument.

Why it matters

A fishing community in Sri Lanka or a coast guard in Mauritius cannot watch thousands of square kilometres of sea alone. When a suspicious vessel turns off its transponder, a shared picture lets a neighbour flag it in time for a patrol to act. That protects fish stocks, stops drugs and people being smuggled, and speeds rescue after cyclones. For India, being the place where this information meets makes it the partner small States call first. The larger issue is who keeps the Indian Ocean safe: its own coastal States working together, or outside powers acting on their own.

Prelims pointers

  • Per the Defence Ministry (2018), more than 75% of the world's maritime trade and 50% of global oil consumption pass through the Indian Ocean Region.
  • IPMDA works through four existing hubs: IFC-IOR (India), IFC (Singapore), Pacific Islands Forum Fisheries Agency (Solomon Islands) and Pacific Fusion Centre (Vanuatu).
  • IPMDA's picture covers three sub-regions of the Indo-Pacific: the Pacific Islands, Southeast Asia and the Indian Ocean Region.
  • The Quad's members are India, Australia, Japan and the United States; it first came together during the 2004 Indian Ocean tsunami and met at leader level from 2021.
  • MAITRI, the Maritime Initiative for Training in the Indo-Pacific, was announced by Quad leaders in 2024 to help partners use IPMDA's tools.
  • MAHASAGAR rests on three ideas: trade for development, capacity building for sustainable growth, and mutual security for a shared future.
  • IMAC, Gurugram, monitors more than 120,000 ships a year in the Indian Ocean, per the Ministry of Defence (2019), under the National Maritime Domain Awareness project.
  • AIS must be carried under SOLAS regulation V/19 by ships of 300 gross tonnage and upwards on international voyages, and all passenger ships.

Practise a UPSC-style question

With reference to the Information Fusion Centre – Indian Ocean Region (IFC-IOR), consider the following statements:

1. It was set up under the Indian Ocean Rim Association and is run by the IORA Secretariat.

2. It is hosted by the Indian Navy and located at Gurugram.

3. It shares information on white shipping and vessels of interest with partner countries.

Which of the statements given above is/are correct?

  1. (a) 1 and 2 only
  2. (b) 2 and 3 only
  3. (c) 1 and 3 only
  4. (d) 1, 2 and 3
Show the answer

Answer: (b) 2 and 3 only

Answer: (b) 2 and 3 only. IFC-IOR is an Indian Navy-hosted centre, not an IORA body.

Statement 1: incorrect. The Government of India set it up and the Indian Navy hosts it; IORA is a separate inter-governmental organisation of 1997.

Statement 2: correct. IFC-IOR, hosted by the Indian Navy, was set up by the Government of India at Gurugram on 22 December 2018.

Statement 3: correct. The centre proactively shares information on white shipping and vessels of interest to counter non-traditional threats.

Eliminate: Statement 1 is wrong because the centre is India's own, hosted by its Navy. Out: (a), (c), (d).

Trap: Swapped attribution. The centre works with IORA members, so the question pins it on IORA itself.

Remember: IFC-IOR = Indian Navy, Gurugram, 2018; IORA is only one of its partner groupings.
